1)Programme Overview

An inquiry about the state of culture from the perspectives of people and place.


In June 24-26, 2013 in a district of Kaunas, called Lower Šančiai, in, Juozapavičiaus Avenue, close to the site of former cinema "Taika" an inflatable white house with the words "Friendly Zone" on the top of it will emerge.


"Friendly Zone" will become a temporary Lower Šančiai museum. Here local people will show and tell about what they treasure and what they consider to be a real jewel of this place. This place will become a public space that will host talks, discussions, performances and friendly tea drinking.


"Friendly Zone" is an international, two year-long cultural and artistic project "City (Re)Searches: Experiences of Publicness”. The goal of the project - to draw attention to the culture of marginal urban communities, to locate an inquiry in places away from the dominant form of culture as commodity, to re-evaluate functions of cultural institutions, and to pay attention to the intangible cultural exchange and expression in Lithuania, Ireland, Northern Ireland and the Netherlands.


Project participants – an international research group of artists and cultural activists: Jeanne van Heeswijk (Netherlands), Mary Jane Jacob (USA), Susanne Bosch (Germany), Fiona Woods, Niall Crowley, Ailbhe Murphy, Ciaran Smyth, Niall O'Baoill John Mulloy (Ireland), Fernando Marques Penteado (Brazil) Nomeda and Gediminas Urbonas (Lithuania), and Eleanor Phillips (Ireland), as well as, a Lower Šančiai research group that joined the project in March 2013, consisting of artists Auksė Petrulienė, Jūratė Jarulytė, and Monika Žaltauskaitė Grašienė, city theorists and cultural activists Kotryna Valiukevičiūtė, Arnoldas Stramskas, Viktorija Rusinaitė, Dionizas Bajarūnas and Gediminas "Skrandis" Banaitis.

9:00-12:30 Public Deliberation to explore the forms cultural expression and exchange. Joining us will be the Irish Ambassador to Lithuania, Philomena Murnaghan, US architect, Julian Bonder and National Laureate's N. and G. Urbonai.

14:00-16:00 Creative prognoses I – PIE reflections with local researchers. Niall O'Baoill will prompt a discussion by eliciting some hot questions arising from his experience with in Fatima Mansions, Dublin about community building and the role of community-led arts and cultural work.

17:00-18:00 Friendly Tea – open space for informal conversations. Performance by 'Light' a youth theatre from the local Disability Centre. There will be a play space for children organised by the children's studio, 'maži basi'.

These presentations will respond to what we experience in Šančiai and proffer ideas about the personal narratives of City (Re)Search process. A special presentation will be made by Julian Bonder, an architect who collaborated with Kryzsztof Wodiczko on the Memorial to the Abolition of Slavery in Nantes. 3) Update: Meetings of Local Research Volunteers

Meeting 1 – March
Earlier in March 2013 we invited participants from the Action Kaunas (Nov 2011) facilitated by Vagabond Reviews in November 2011 as well as some others interested groups too. At the first meeting over ten people took part including three from the original set. Ed and Vita presented an overview of the research. We discussed the value of cooperation and community-making. We talked about finding ways for a community to feel empowered to generate its own community making. We also spoke about finding/uncovering local culture and its narratives especially the disappearing tools and knowledge about repairing / gardens / food making / textiles / etc. etc. We did not uncover many answers but a set of questions:
-How to avoid a division between local and international researchers and the community, between what we call 'culture' and the daily life?
-Do we want to achieve consensus with the help of this project?
-Is culture a commodity to be consumed?
-Does the word 'culture' itself imply an elite view of what does not yet have a title or is called by other names?
-Is social engagement a value in itself? working to a sense of community an asset?
-What is it that the project participants want to be communal?
-What do the project participants want to be socialising about/ Can culture survive when it starts to reflect on yourself?
-Does the search for identity kills the same identity?
-Does culture fail when it starts reflecting itself?
Result: After this meeting there were seven who indicated a desire to work in an in-depth way for the June inquiry days and we invited those to come to a second meeting.

Meeting 2 - April 2013
In preparation for the second meeting in April we wrote asking each local researcher to
1) Identify an interesting problem (or challenge or topic) related to the Šančiai area and its community;
2) Identify the specific context and community in which to operate because it it important that the research is carried out with a particular community (existing or in formation) and that the community and its members are active in the field of your process of researching.

We also re-stated that the project is a research project and that we can enjoy it and pay special attention to the process of learning. The second meeting will look at the 'how' to connect to the PIE researchers and their interests. We think the local researchers can take advantage of PIE groups' knowledge and experience and at the same time PIE group members can access the researchers' knowledge of local cultural expression, the facts of the identified problems and their suggested re-solutions. solutions. In all our exchanges we highlight the process of research, its collaborative opportunities and the benefits rather than specific results.
Result: The meeting was attended Monika, Jūratė, Kotryna, Arnas, Ed and Vita as well as virtual link with Viktorija, an email note from Auksė and a one-to-one with Skrandis earlier in the afternoon. Here is a brief summary our conversation which now opens the way for connection to the PIE group and its ideas.

Subject: the memory of a cultural object, place, person and its theft / disappearance

Jūratė
Subject: Youth leisure time study
Public Group: Šančiai young people from schools, day care center, etc..
Problem: youth alcoholism and crimes
Purpose: to create responsibility-based leisure activities
Actions: interviews (in order to discover relevant issue), writing
Form of expression: written texts, graffiti
Mission: To help resolve youth leisure activities
Locations: the school, the police, activity centers, cafes
Cooperation form: a group work graffiti creation

Kotryna and Arnas
Subject: private utopia (private housing improvement)
Problem: The Architectural Heritage value and social networking of neighbors
Objective: To conduct a study on the individual architecture (where everyone can be a developer, architect and artist) and the reason why is like that
Public Group: homeowners of eclectic style houses and friends of the facebook page Mano Šančiai
Action: Mapping, photography, interviews with home owners
Expressions: tour, Museum Kiosk, exterior 'shelves' with the actual material
Cooperation form: Volunteers making photography and map design

Monika
Topic: Daily Life - community gardening
Problem: the loss of plants in Šančiai main avenue (which attracts most people)
Purpose: to promote accountability and responsibility for the private and public spheres
Action: exchange of seeds and spring plants (forget-me-nots), planting of gardens and lawn design, marking special derelict/missing places
Expressions: Flower Fair, windowsills contest, (guerrilla) gardening in the army place
Public Group: people raising plants in Šančiai, Tėvo namai (ex prisoners house), an elderly woman Center,
Form of cooperation: sharing plants, planting and garden design

Skrandis
Subject: contested areas: public and private zones of conflict
Problem: VMI (State Tax Office) claims the car park in Šančiai as its private space and obstructs public activities there
Purpose: to promote citizenship, transparency and democracy
Public Group: administration officers and politicians
Action: Sports and discussion/deliberations
Expressions: basketball, football and debates with the international group of PIE

Auksė
Subject: Šančiai drama and comedy stories
The problem: too serious approaches to life
Purpose: healthy laughing man
Public Group: people who love stories
Actions: interviews, collections of stories
Expressions: Psilikono Theater style performance
Form of cooperation: live public workshop in Psilikono theatre in public space

Meeting 3 - May 13, 2013
The meeting was attended by Arnas/Kotryna, Jurate, Monika, Aukse, Viktorija/Dionizas. Skrandis was not able to participate this time. It is now agreed that the pop-up will be called Friendly Zone. Here is a summary of progress:

Project 1 - Arnas and Kotryna are developing three themes:
1) 'Photo Archives' - collecting from the people and community of Šančiai archival photos and stories of public life. Their hypothesis - the sense of community is lost in private spaces, 2) 'Private Utopia' in architecture - the objects of Šančiai architecture are photographed, and they are interviewing local people in their home. Problem - breakdown in communication between neighbors. 3) collaboration with the group autc (research center of urban architecture) and Laura Rimkutė. The group is also interested in archives and study of Šančiai public objects or architectural objects. Another idea is to initiate a 'Kiosk-museum', but need more work on where, when and how it will be implemented beyond the scope of the four days.
Project 2 - Jurate
Taking up her original investigation in November 2011 she continues to explore the 'youth problem'. She visited and contacted Šančiai School Director as well as the social worker. She met with leaders of classes (about 60 students), and carried out surveys about their hobbies. She distributed and collected over 100 completed forms and now will analyze and summarize the data. She has formally agreed with the school authorities where to do a graffiti - on the former sporting building wall. She will now work to develop ideas about how to create the wall piece and will link to other graffiti drawers and to the police.
Project 3 - Monika
The community 'Garden' works have to start immediately, because the planting season is almost ending. May 18 is scheduled for the planting and she has engaged with an older woman's group to do this. Meanwhile Monika will contact some other groups such as primary children school and released prisoners. She has a lot to do in terms of permissions and also identification of the site. She also has an idea to do a window sill competition.
Project 4 - Victoria and Dionizas
Interest mainly in 'Lost Objects' from the totalitarian occupation of this specific territory. They have identified some differences with Šančiai to other areas with occupied armies and they want to explore this futher. Specifically, they want to provoke emotion through conversation / interview methods.
Project 5 - Auksė
Interest mainly in 'Strange Stories' and wants to meet with residents in some kind of neutral space where people could come to her. Strategy: to provoke emotions through the 'Psilikono' theater performances, and then afterwards to collect local stories. Intends to hold three meetings and three performances. The target groups - Šančiai boxing club, and the Father's (Prisoners) house.

Meeting 4 - June 10, 2013
The meeting The June 10 meeting was really satisfying. Everyone from ŠAS group came in + Linara + 3 students: Dominyka, Margarita and Giedre.

The hot topic - presentation forms of ŠAS projects for Šanciai people inside the tent. Discussions went on but no big agreement achieved: some of us promoted an idea to integrate all presentations of the projects into the kiosk, giving Kotryna and Arnas a leadership to curate it's space, but Kotryna and Arnas prefer to keep their signature on the kiosk exclusively. It would be good to balance so that the physicality of the kiosk inside the tent would not dominate in regard to other projects. The proposal is to think about the form of personal presentations and then to address an external programmer of the space.

The ŠAS group made presentations on the process of their projects:
Juratė's approach to her project is very consequential, an art research process per se, and she is learning from what she is doing a lot.
Arnas and Kotryna did a very good presentation which was insightful and also spoke about their recent skype conversation with Jeanne.
Viktorija and Dionizas have produced a playful sketch book questionnaire using pictorial prompts. They spoke with Vagabond Reviews on Skype and continue to develop a strategy to engage with people and to get clarity on how and where this information will be used.
Skrandis is emailing with the official organisations regarding the contested territory near the Mokesciu inspekcija. He is also inviting politicians for a talk, and he agreed to be the photographer of the project actions.
Monika is planning a third session in the garden in cooperation with the disability centre. She also would like to collaborate with a woman with a disability, living beside the public garden.
Auksė has a lot of positive energy and a great way of talking but there was only one session with the Tėvo namai people. The most exciting part is still in the future.
Linara Dovydaitytė, who is commissioned to write a review of the Šančiai project also took part was impressed and intrigued with the work-in-progress.

Meeting 5 - June 20, 2013
Meeting focused on logistics of the presentation and some other practicalities.
-The process of negotiation continues with all the research projects. For example, Dionizas and Viktorija have produced their game to creatively engage with local residents.

Background
City (Re)Searches is in Kaunas for four days of exploration and discussion in the ‘Friendly Zone’ inflatable pop-up space in Sanciai from 24th to 27th June. The City (Re)Searches team, with the Sanciai Activist Volunteers (SAS) group, will be hosting a series of events, conversations and creative opportunities addressing issues of cultural expression, cultural practice and the challenges in building cultural opportunities that serve local communities.
Theme
Cultural expression takes many forms – artworks, crafts objects, artifacts of the everyday, exhibitions, performances, publications, and more. Cultural expression has many potential agents – the individual, the collective, the institution, and others. Cultural expression has many possible purposes – to satisfy personal needs that combine the aesthetic and the practical, or to shape the world around us, or to inform the collective of that we are a part, or others.
Cultural exchange happens where cultural expression takes place in public spaces. Cultural exchange provokes debate on culture and meanings. Cultural exchange places different forms and purposes of cultural expression in tension. Cultural exchange enables cultural expression to pursue and achieve different types of purpose.
This event on “Cultural Expression and Exchange” engages with the debate on the forms cultural expression and exchange can take, the roles cultural expression and exchange can play, and the future we seek for cultural expression and exchange. It has a particular focus on the local or community level for cultural expression and exchange. It has a concern with both an unraveling of the local fabric of cultural expression and exchange and a connecting of cultural expression and exchange with movements for change in our societies.
Process
This event will bring a range of different voices and interests to the debate on “Cultural Expression and Exchange”. It offers the opportunity to present your ideas, hear the ideas of others, and, maybe change your views on the topic.
This event is designed as a conversation. There are no expert presentations, no workshops. The event is organized around a number of tables where groups of participants share views, listen to each other and challenge views presented. Each table discusses the same questions and after each set of questions there is a chance to share the ideas that have come up at each table with the other tables.
Each table will be facilitated by a member of the Sanciai Activist Volunteer (SAS) group and a record of the conversations will be kept and written up by the City (Re)Searches team.

Auksė Petrulienė is artist and museum educator and is known for her Psilikono teatras (in collaborations with Darius Petrulis) - www.aukse.lt
Dionizas Bajarunas is a PhD candidate at VDU and has a research interest in social international relations and civic engagement and works in the publishing industry.
Jūratė Jarulytė is an artist and lecturer in painting at the Kaunas Art Institute.
Kotryna Valiukevičiūtė is an architect who lives in the area.
Arnolda Stramskas is a sociologist, both living in the area.
Monika Žaltauskaitė-Grašienė is an artist and assoc. prof. in the Kaunas Art Institute.
Skrandis works in the Culture Department of the Kaunas Municipallity, cultural activist.
Viktorija Rusinaitė is a PhD candidate at VDU and has a research interest in post-soviet cultural and political sphere and transgressive cultural practices.

Ina Pukelyte Nežinau, kas ta p. Giedra Dagiliene, bet rašo visiškas nesąmones - aš ledinukus sodinau iš savo lėšų, kaip beje ir visi kiti prisidėję prie šios optimistiškos ir šviesios idėjos. Gal ponia nematė, kaip atrodo ką tik pasodinti augalai ar medžiai? aišku, kad dar nesuvešėję - mažiau bambakliavimo, daugiau darbų:)

Karina Klinkevičiūtė Aš tai nedalyvauju jokiam projekte, esu Šančių (Aukštųjų, beje), gyventoja, kuriai rūpi miestas, kuriame gyvenu, todėl ir prisidedu, kiek išeina, prie šios gražios idėjos. Manau, norint turėti gražią, jaukią, darnią aplinką, kiekvienas turim jausti atsakomybę, ir savo pavyzdžiu skatinti kitus, o ne reikalauti kažko iš tų, kurie jau ir taip kažko imasi.

  • Dažnai pastebiu, kad tuos, kurie rodo iniciatyvą, ir kažką daro, kartais kaltina, kad jie padaro per mažai, nei tuos, kurie iš viso nieko nedaro

Giedra Dagiliene Ta p. Giedra, dantis pravalgė panašius projektus organizuodama ir aplinką puoselėdama bei dirbada su savo studentais, tik susikalbėjimas yra būtinas. Ledinukai rudenį nuvys, o pomidorai ir salotos dar anksčiau.... Užsiminta apie esmę - tai kokia tokių momentinių pokštų esmė?

Karina Klinkevičiūtė Esmė - bendruomeniškumas, pilietinės atsakomybės, piliečių įsitraukimo į rūpinimąsi bendrąja erdve skatinimas. Nuvys, tai reikės ateiti, sutvarkyti, kažkuo pakeisti. Taip jau būna, kad augalai vysta, gėlės peržydi, ir taip jau būna, kad juos reikia tvarkyti. Tai čia ir skatinama kiekvieną, neabejingą savo aplinkai, tą ir daryti.

Karina Klinkevičiūtė Kodėl valdiškas? Valdiškas požiūris buvo tarybiniais laikais, kai kolūkis savo darbuotojus varu varydavo tvarkyti aplinką vietoje jų tiesioginio darbo. Mano požiūris yra tas, kad reikia skatinti, mokyti žmones, rodyti jiems pavyzdį, ir mokyti, kad kaip susitvarkys, taip ir turės, o ne varu varyt

Karina Klinkevičiūtė Kaip tik, pas mus vis dar per daug gajus valdiškas požiūris, kad viską turi padaryti kažkoks mistinis "kažkas" - "valdžia" ar "kvaileliai savanoriai". O čia yra vieta, kuri nepriklauso kažkokiam vienam žmogui ar žmonių grupei, kas jie bebūtų - valdžios atstovai ar savanoriai, o priklauso visiems, ir visi bendrai gali prisidėti prie to, kad čia būtų gražu.


Giedra Dagiliene Kas tas viskas ir tie visi?


Karina Klinkevičiūtė Viskas - tai visi darbai, liečiantys visus ar didžiąją dalį gyventojų, ne vieną kitą. Aišku, gatvių patys nesutaisysim, bet tuos dalykus, kurie mūsų, pačių gyventojų jėgomis, galima ir pasidaryti.
  • Visi - tai visi kažkurios teritorijos - gatvės, kiemo, daugiabučio, mikrorajono, miesto, šalies gyventojai. Aplinka yra jų, o ne "valdžios", ne ES, todėl yra labai gerai skatinti jų atsakomybę už savąją aplinką, jų dalyvavimą, bendravimą, būrimąsi rūpinantis ta aplinka.
